  • These days bulk of web development relies on CSS to not only manipulate the look and feel of the web page, but also layout and positioning of content on the site.

IE

IE8 which is in beta has the Developer Tools built into it. I has options to manipulate css code.

Firefox has the Firebug add-on. I also has options to manipulate css code.
